Cannot change the speed

Try this solution

Push the VARIABLE 3-SPEED CONTROL BUTTON (7) to select the preferred rotation speed

Speed goes from 1-3 with 3 being the fastest. The operating speed will be illuminated.

Note: The ON/OFF SWITCH is a variable speed control as well.
